In Pennsylvania's Lycoming County, there is a small, outlying public school district called the East Lycoming School District. In Pennsylvania's Lycoming County, it provides services to the Boroughs of Hughesville and Picture Rocks as well as Franklin, Jordan, Mill Creek, Moreland, Penn, Shrewsbury, and Wolf Townships. Over 25-year-old residents of the East Lycoming School District had an average educational attainment level of 89 percent high school graduates.

The Hughesville Junior Senior High School, Ashkar Elementary School, Ferrell Elementary School, and Renn Elementary School are the four public schools run by the East Lycoming School District. Students in high school have the option of attending Lycoming Career and Technology Center to receive training for jobs including as criminal justice, child care, culinary arts, and the mechanical and construction trades. The District receives a wide range of services from the BLaST Intermediate Unit IU17, including services for hearing, speech, and visual impairments, specialized education for students with disabilities, and professional development for staff and faculty.
